York Regional Police is inviting members of the community to an information session following the release of a high-risk offender in King Township.
It will take place Sunday, Dec. 13, beginning at 2 p.m., at the Trisan Centre, 25 Dillane Drive in Schomberg. Members of the YRP High-Risk Offenders Unit and crime prevention officers will be available. Representatives from the Ministry of Community Safety and Correctional Services, Probation and Parole, and the residential facility where the offender is currently living, have been invited to attend.
Keith Theodore Constantin, 35, is currently residing in a rural area outside Schomberg. He is currently housed in a facility where he is supervised 24 hours a day, seven days a week. He is not permitted to leave the facility except for specific purposes such as medical appointments and then, only with the written approval of his probation officer and accompanied by two supervisors. York Regional Police is made aware of these outings in order to monitor his movements.
He is currently bound by three court orders including one under section 810.2 of the Criminal Code. He must abide by strict conditions including: not to be alone with anyone under the age of 16 unless the minor is accompanied by a responsible adult over 18; not to be present in any day care, swimming area and/or public swimming area, school ground or playground where one might reasonably expect children to be present or any community centre where children are present; abstain absolutely from the possession, purchase or consumption of drugs, narcotics, controlled substances or marihuana, except in accordance with a medical prescription; abstain absolutely from possession, purchase or consumption of alcohol or alcohol-based products.
He has prior criminal convictions for Sexual Assault, Sexual Assault with a Weapon, Assault with a Weapon, Assault, Robbery and Possession of Explosives.
Police services have no control or authority to dictate where individuals on probation are required to reside. Members of the High-Risk Offenders Unit and Probation and Parole are monitoring him closely and are conducting consistent and ongoing compliance visits. Public safety is paramount to York Regional Police and all measures have been and will continue be taken to ensure compliance of this offender and the safety of the community while he resides in York Region.
Members of the public are reminded to be vigilant, be aware of your surroundings and report any suspicious behavior to police.
