Police alert residents of high-risk offender in the communityYork Regional Police is alerting the public about a high-risk offender, recently released into the community in King Township, after serving a four-year sentence for sexual assault with a weapon and an 18-month sentence for breach of a curfew condition. Keith Theodore Constantin, 35, “poses a risk to the community, particularly to children.” Police note he is bound by an order under section 810.2 of the Criminal Code and his conditions include: Not to be alone with anyone under the age of 16 unless the minor is accompanied by a responsible adult over 18; not to be present in any daycare, swimming area and/or public swimming area, school ground or playground where one might reasonably expect children to be present or any community centre where children are present; abstain absolutely from the possession, purchase or consumption of drugs, narcotics, controlled substances or marihuana, except in accordance with a medical prescription; abstain absolutely from possession, purchase or consumption of alcohol or alcohol-based products. He has prior criminal convictions for Sexual Assault, Sexual Assault with a Weapon, Assault with a Weapon, Assault, Robbery and Possession of Explosives. Constantin will be residing in a rural area near Highway 9 and Highway 27 in Schomberg. He is currently under strict supervision and the York Regional Police High-Risk Offender Unit and the Ministry of Community Safety and Correctional Services Probation and Parole Office will continue to monitor his activities. Members of the public are asked to be vigilant, remain aware of your surroundings and report any suspicious behavior to police. He is described as a white male, heavy build, short, brown hair, 5'9”, 240 lbs. Police have released this information under Regulation 265/98 of the Police Services Act, which says a chief of police or his designate may disclose personal information about an individual if he reasonably believes the individual poses a significant risk of harm to other persons or property and believes that such disclosure would reduce that risk.
